Do citizens/end-users have to download the AA app and have to sign up with ALL AAs? Or do they only sign up once?

They have the option to download the same at their convenience. They only need to sign up with AAs as and when they need to approve consents that involve the AA in question, OR they download the AAs' consent manager app.
